Nach vielen Gespr\u00e4chen, Panels und Impulsen zur digitalen Gesundheitswelt hat mich ein Thema in letzter Zeit ganz besonders besch\u00e4ftigt \u2013 und das nicht wegen seiner Lautst\u00e4rke, sondern gerade wegen seiner stillen Gr\u00f6\u00dfe: der <strong>European Health Data Space<\/strong>, kurz EHDS.<\/p>\n<p>W\u00e4hrend <strong>Apple <\/strong>l\u00e4ngst unser EKG ans Handgelenk bringt, <strong>Amazon<\/strong> virtuelle Klinikdienste ausrollt, <strong>Google<\/strong> mit KI an der Krebsdiagnose arbeitet und <strong>Microsoft<\/strong> Krankenh\u00e4user mit Azure Health Data Services in die Cloud holt, passiert auf der anderen Seite des Atlantiks noch viel mehr: <strong>Meta<\/strong> investiert in XR-Technologien f\u00fcr digitale Therapien, <strong>Samsung<\/strong> erweitert seine Wearables um kontinuierliche Gesundheits\u00fcberwachung, und <strong>Tencent<\/strong> sowie <strong>Alibaba Health<\/strong> entwickeln in China riesige Gesundheitsplattformen mit Millionen aktiver Nutzer:innen. Die gro\u00dfen Tech-Player haben das Gesundheitswesen l\u00e4ngst als n\u00e4chsten strategischen Markt identifiziert \u2013 mit Milliardeninvestitionen, eigenen Plattformen, vertikaler Integration und internationalem Anspruch.<\/p>\n<p>W\u00e4hrenddessen bastelt Europa an einem digitalen Gesundheitsprojekt, das auf den ersten Blick etwas weniger spektakul\u00e4r wirkt \u2013 aber auf den zweiten umso relevanter: <strong>Ein europ\u00e4ischer Gesundheitsdatenraum<\/strong>, in dem Patient:innen \u00fcber ihre Daten bestimmen und Forscher:innen Zugriff auf einen gigantischen Datenschatz bekommen sollen \u2013 unter strengen ethischen und rechtlichen Leitplanken, versteht sich.<\/p>\n<p>Was sich technisch anh\u00f6rt, ist in Wahrheit hochpolitisch. Denn mit dem EHDS stellt die EU nicht weniger als eine eigene Vision der digitalen Gesundheitszukunft auf: <strong>Ein Gegenmodell zu den Plattformen aus Kalifornien oder Shenzhen<\/strong>. W\u00e4hrend dort Monetarisierung, Nutzerbindung und Skalierung das Ma\u00df der Dinge sind, m\u00f6chte Europa auf <strong>Datensouver\u00e4nit\u00e4t, Interoperabilit\u00e4t und Gemeinwohlorientierung<\/strong> setzen. Ein mutiger Ansatz \u2013 aber auch einer mit vielen Stolpersteinen.<\/p>\n<p><strong>Was genau ist der EHDS?<\/strong><\/p>\n<p>Seit dem 26. M\u00e4rz 2025 ist er offiziell. Ein EU-Regelwerk, das zwei Dinge verspricht:<\/p>\n<ol>\n<li><strong>Prim\u00e4rnutzung<\/strong>: B\u00fcrger:innen sollen ihre Gesundheitsdaten in ganz Europa selbst verwalten und medizinischem Personal freigeben k\u00f6nnen \u2013 egal, ob sie in M\u00fcnchen, Madrid oder Mailand behandelt werden.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong>Sekund\u00e4rnutzung:<\/strong> Forscher, Beh\u00f6rden und Unternehmen sollen unter klaren Bedingungen auf pseudonymisierte Daten zugreifen d\u00fcrfen \u2013 zum Beispiel zur Medikamentenentwicklung oder f\u00fcr die Pandemievorsorge.<\/li>\n<\/ol>\n<p>Soweit die Theorie. In der Praxis reden wir von einem <strong>europ\u00e4ischen Mammutprojekt<\/strong>: 27 Mitgliedsstaaten, unterschiedlichste Digitalisierungsgrade, inkompatible Systeme, fehlende Standards, fragmentierte Infrastrukturen. W\u00e4hrend wir \u00fcber digitale Vernetzung auf EU-Ebene sprechen, hapert es in Deutschland aktuell an der Nutzung der <strong>ePA f\u00fcr alle<\/strong>. Beim <strong>eRezept<\/strong> braucht man f\u00fcr die Einrichtung der gematik-App aktuell satte 25 Schritte, bevor man \u00fcberhaupt das erste Rezept sehen kann.<\/p>\n<p><strong>Warum dann der EHDS?<\/strong><\/p>\n<p>Weil Europa verhindern will, dass im Gesundheitswesen passiert, was bei sozialen Netzwerken und Cloud-Diensten l\u00e4ngst Realit\u00e4t ist: <strong>Abh\u00e4ngigkeit von Plattformen, deren Blackbox-Algorithmen wir nicht verstehen und deren Gesch\u00e4ftsmodell nicht das Gemeinwohl ist.<\/strong><\/p>\n<p>Google, Apple, Meta oder Amazon investieren Milliarden in den Gesundheitsbereich. Sie sind schnell, intuitiv, nutzerfreundlich \u2013 aber eben auch <strong>propriet\u00e4r, kommerziell und datenhungrig<\/strong>. Und wer einmal im \u00d6kosystem ist, kommt schwer wieder raus.<\/p>\n<p>Der EHDS will das anders machen. B\u00fcrger:innen sollen selbst bestimmen, wer ihre Daten sieht. Die Forschung soll davon profitieren. Ein Spagat zwischen Schutz und Potenzial. <strong>Die Idee ist stark<\/strong> \u2013 aber die Umsetzung noch wackelig. Infrastrukturen fehlen, Prozesse sind unklar, und das Vertrauen der Menschen in den Umgang mit ihren sensibelsten Daten muss erst noch gewonnen werden.<\/p>\n<p><strong>Was ist das Fazit?<\/strong><\/p>\n<p>Der European Health Data Space ist kein PR-Projekt \u2013 sondern eine echte Bew\u00e4hrungsprobe f\u00fcr <strong>Europas digitale Selbstbestimmung<\/strong>. Wenn er gelingt, kann er die Versorgung verbessern, die Forschung revolutionieren und Europas digitale Souver\u00e4nit\u00e4t st\u00e4rken. Wenn er scheitert, werden die Menschen ihre Daten weiterhin dort speichern, wo es schnell, bequem und \u2013 ja \u2013 schick ist. Auch wenn es nicht europ\u00e4isch ist.<\/p>\n<p><strong>Die zentrale Frage bleibt:<\/strong><\/p>\n<p>Wem vertrauen wir unsere Gesundheit wirklich an?<\/p>\n<p>Dem System \u2013 oder dem Versprechen der Plattformen?<\/p>\n<p>Ich muss jetzt aber los, meine Smart-Watch sagt mir gerade, dass es Zeit f\u00fcr Bewegung ist. Noch keine 10.000 Schritte heute und meine Herzfrequenz war den ganzen Tag eher niedrig \u2013 und gesessen habe ich auch l\u00e4nger als meine Peer-Group.
