Doch wer kennt es nicht? Da schiebt man das Sofa beiseite und st\u00f6\u00dft auf Dinge, die l\u00e4ngst vergessen schienen \u2013 eine verloren geglaubte Socke, ein alter Einkaufszettel, oder, wie in meinem Fall, ein leeres Schokoladenpapier aus der Weihnachtszeit.<\/p>\n<p>Ein \u00e4hnliches Bild bietet der Blick auf die deutsche Gesundheitspolitik. Im Eifer des Gesetzgebungsalltags, unter gro\u00dfem Reformdruck und politischem Streit, bleiben immer wieder wichtige Projekte liegen, die dringend umgesetzt werden sollten. Der Jahresbeginn ist daher ein guter Moment, um unter das \u201egesundheitspolitische Sofa\u201c zu schauen. Was wurde 2024 angesto\u00dfen, blieb aber auf halbem Weg stecken? Und was k\u00f6nnte 2025 bringen \u2013 auch im Lichte der kommenden Bundestagswahl?<\/p>\n<p><strong>Was liegt noch herum? \u2013 Die gro\u00dfen Baustellen 2024<\/strong><\/p>\n<p><strong>Krankenhausversorgungsverbesserungsgesetz (KHVVG): Ein Anfang mit Herausforderungen<\/strong><\/p>\n<p>Das KHVVG soll die finanzielle Lage der Krankenh\u00e4user stabilisieren und ihre Qualit\u00e4t sichern. Seit dem 1. Januar ist es in Kraft und bringt Neuerungen wie Vorhalteverg\u00fctungen, sektoren\u00fcbergreifende Versorgungseinheiten und einen Transformationsfonds. Doch die praktische Umsetzung sorgt f\u00fcr Streit \u2013 die Ma\u00dfnahmen sind komplex und umstritten. Dieses Gesetz d\u00fcrfte auch 2025 die politischen Diskussionen dominieren.<\/p>\n<p><strong>Notfallgesetz: Integrierte Notfallversorgung bleibt ausstehend<\/strong><\/p>\n<p>Die fl\u00e4chendeckende Einf\u00fchrung von Integrierten Notfallzentren (INZ) zur besseren Koordination von Rettungsdienst, Notaufnahmen und \u00e4rztlichem Notdienst ist dringend n\u00f6tig. Doch der Entwurf stockt, und \u00fcberf\u00fcllte Notaufnahmen bleiben auch 2025 ein dr\u00e4ngendes Problem.<\/p>\n<p><strong>Gesundheitsversorgungsst\u00e4rkungsgesetz: Auf halbem Weg<\/strong><\/p>\n<p>Teile des Gesetzes wie die Entbudgetierung haus\u00e4rztlicher Leistungen und die Einf\u00fchrung einer Versorgungspauschale f\u00fcr chronisch Erkrankte wurden noch kurz vor der Wahl angesto\u00dfen. Weitere Aspekte f\u00fcr den Ausbau ambulanter Strukturen und eine st\u00e4rkere Vernetzung der Versorgung, z.B. im Bereich der psychotherapeutischen Versorgung, bleiben weiterhin unter dem Sofa liegen.<\/p>\n<p><strong>Digitalagenturgesetz: Die digitale Transformation stockt<\/strong><\/p>\n<p>Die gematik soll zur Digitalagentur Gesundheit umgebaut werden, um die Digitalisierung im Gesundheitswesen benutzerfreundlich voranzutreiben. Bisher sind diese Pl\u00e4ne allerdings nicht \u00fcber die Entwurfsphase hinausgekommen \u2013 ein Hindernis f\u00fcr dringend ben\u00f6tigte Fortschritte zur Digitalisierung des deutschen Gesundheitssystems.<\/p>\n<p><strong>Pflegekompetenzgesetz: St\u00e4rkung der Pflege bleibt Theorie <\/strong><\/p>\n<p>Pflegekr\u00e4fte sollen durch neue Kompetenzen entlastet und der Beruf attraktiver gemacht werden. DiPAs sollten attraktiver und deren Zulassungsprozess einfacher gestaltet werden. Doch das Gesetz, das auch niedrigschwellige Betreuungsangebote f\u00f6rdern soll, steckt noch im Gesetzgebungsverfahren.<\/p>\n<p><strong>Apothekenreform: Mehr Flexibilit\u00e4t, aber keine Umsetzung<\/strong><\/p>\n<p>Die Apothekenreform soll die Versorgung im l\u00e4ndlichen Raum verbessern, beispielsweise durch digitale Beratungen und vereinfachte Regelungen f\u00fcr Apothekenleiter:innen. Bislang bleibt die Reform jedoch im Planungsstadium \u2013 und ihre versprochenen Erleichterungen sind noch nicht in Sicht.<\/p>\n<p><strong>Weitere offene Baustellen<\/strong><\/p>\n<p>Das Gesetz f\u00fcr die Lebendorganspende, das Gesundes-Herz-Gesetz und das Gesetz zur St\u00e4rkung der \u00f6ffentlichen Gesundheit mit dem neuen Bundesinstitut f\u00fcr Pr\u00e4vention und Aufkl\u00e4rung in der Medizin (BIPAM) sind weitere wichtige Vorhaben, die 2024 liegengeblieben sind.<\/p>\n<p><strong>Was bringt 2025? \u2013 Die Gesundheitspolitik im Wahljahr<\/strong><\/p>\n<p>Viele der Baustellen aus 2024 wurden ins neue Jahr mitgenommen \u2013 manche Projekte schienen fast in Vergessenheit zu geraten, w\u00e4hrend neue Vorhaben hinzukommen. Mit der Bundestagswahl 2025 treffen diese offenen Baustellen auf ambitionierte Pl\u00e4ne, und die Chance, Ordnung in das gesundheitspolitische Chaos zu bringen, ist greifbar. Doch wie klar ist die Richtung, und welche Priorit\u00e4ten setzen die Parteien?<\/p>\n<p><strong>Finanzierung:<\/strong> Die Frage der Finanzierung spaltet die Parteien. SPD und Gr\u00fcne wollen das System durch eine solidarische B\u00fcrgerversicherung gerechter machen und alle Einkommensarten einbeziehen. CDU\/CSU und FDP setzen auf Effizienz, Kostenkontrolle und die Beibehaltung des dualen Systems.<\/p>\n<p><strong>Digitalisierung:<\/strong> Die elektronische Patientenakte (ePA) soll endlich Alltag werden: SPD m\u00f6chte sie als pers\u00f6nlichen Gesundheitsberater etablieren, w\u00e4hrend CDU\/CSU ihren Einsatz zur Effizienzsteigerung betonen. Die FDP sieht in Apps, DiGAs, DiPAs und KI die Zukunft der Versorgung.<\/p>\n<p><strong>Strukturierung und Pflege:<\/strong> SPD und Gr\u00fcne schlagen Gesundheitskioske und Versorgungszentren vor, um Versorgungsl\u00fccken zu schlie\u00dfen. CDU\/CSU betonen die Notwendigkeit einer st\u00e4rkeren Vernetzung ambulanter und station\u00e4rer Strukturen. Bei der Pflege fordern alle Parteien bessere Arbeitsbedingungen, doch die Ans\u00e4tze reichen von Entb\u00fcrokratisierung bis hin zu erweiterten Kompetenzen f\u00fcr Pflegekr\u00e4fte.<\/p>\n<p><strong>Gesundheitsstandort Deutschland:<\/strong> CDU\/CSU und FDP sehen in der Gesundheitswirtschaft eine Leit\u00f6konomie, die durch verbesserte Standortbedingungen, k\u00fcrzere Zulassungsverfahren und sichere Lieferketten gest\u00e4rkt werden soll. SPD und Gr\u00fcne betonen zudem die Notwendigkeit, die Medikamentenproduktion st\u00e4rker nach Deutschland und Europa zur\u00fcckzuholen, um die Versorgungssicherheit zu erh\u00f6hen.<\/p>\n<p>Am Ende bleibt die Frage, welche Vision sich durchsetzt: mehr Wettbewerb und Effizienz oder Solidarit\u00e4t und Gemeinwohl? Eins ist klar: Das deutsche Gesundheitssystem muss aufger\u00e4umt werden, damit es auf zuk\u00fcnftige Herausforderungen vorbereitet ist. Bleibt nur zu hoffen, dass 2025 weniger \u201eunter dem Sofa\u201c liegen bleibt \u2013 und mehr angepackt wird.<\/p>\n<p><strong>Ein Neujahrswunsch<\/strong><\/p>\n<p>Wenn ich eines beim Neujahrsputz gelernt habe, dann, dass es sich lohnt, auch die Dinge anzupacken, die lange unbeachtet liegengeblieben sind. Nicht alles l\u00e4sst sich sofort erledigen, aber ein klarer Blick und ein bisschen Entschlossenheit helfen dabei, endlich Ordnung zu schaffen \u2013 egal, ob im Wohnzimmer oder in der Gesundheitspolitik.<\/p>\n<p>Mein pers\u00f6nlicher Wunsch f\u00fcr 2025 ist, dass wir gemeinsam die vielen Baustellen im Gesundheitswesen mit neuem Schwung angehen. Die offenen Projekte sind keine rein politischen Themen, sondern betreffen uns alle \u2013 sei es als Patient:in, Angeh\u00f6rige:r oder als Teil des Gesundheitssystems. Es w\u00e4re doch sch\u00f6n, am Ende des Jahres zur\u00fcckzublicken und sagen zu k\u00f6nnen: \u201eDieses Mal haben wir es geschafft!\u201c<\/p>\n<p>Und wenn ich bei Ihnen jetzt das Gef\u00fchl geweckt habe, das eigene Sofa beiseitezuschieben und nachzusehen, was da so liegt \u2013 nur zu! Vielleicht ist es ja auch eine vergessene Idee, die es wert ist, wieder hervorgeholt zu werden.
